Hi Mr Yap, for those born around 11pm, does that mean their lunar birth is on next day? For example a person born on 13 July 2025, 1130pm. Should their lunar birthday be on 六月廿日，子时生？

It's still the same day. Those born on July 13 between 00:00 and 23:59 are still considered born on the same day.
YiSi 乙巳 year, GuiWei 癸未 month and Gui Wei 癸未 day. But the hour is split into two different hour pillars both Rat 子 hour.
00:00 am to 00:59 am is RenZi 壬子 hour.
23:00 pm to 23:59 pm is JiaZi 甲子 hour.
