Stephen Chan Chi-wan, born 1958, is the Chief Advisor of Commercial Radio Hong Kong, and was the chief executive officer of Commercial Radio Hong Kong, and the general manager of Television Broadcasts Limited (TVB).

Government official

1981
Stephen Chan Chi-wan studied linguistics and theatre at the University of Hong Kong and graduated in 1981 with first degree honor. Among 2000+ candidates, he was chosen joined the HK government as an Administrative Officer, 任政務主任, in the same batch as Edward Yau,,與邱騰華為同屆大學同學及同屆政務官. He was also working a part-time disc jockey position with the RTHK, when was known as "'Wai Ka Ching (Vulgar Chan)'".

1991
He then spent four years in London lobbying for the right of abode for Hong Kong people. In 1991 he returned to HK and served as assistant commissioner of the Television and Entertainment Licensing Authority.

1992

He worked at Commercial Radio Hong Kong for two years before joining TVB as a Programme Controller in 1992. He was given additional responsibilities as Controller (External Affairs) in 1996

2002
In April 2002, Stephen Chan Chi-wan was promoted to Assistant general manager at TVB.

2004
In April 2004, Stephen Chan Chi-wan was officially made the general manager of broadcasting. His popularity increased when he began airing the show, Be My Guest, in which he interviews Hong Kong celebrities in 2006.

2009
In 2009, Stephen Chan, who hosted the popular Be My Guest show,a renowned TV personnel for the station, received HK$160,000 from a mall – part of which was pocketed by his assistant Edthancy Tseng Pei-kun – hosted his popular Be My Guest show and was paid HK$160,000 by a mall – part of which was pocketed by his assistant Edthancy Tseng Pei-kun – without notifying TVB. The payment was for his appearance at a countdown programme co-produced by the station at Olympian City on December 31, 2009. This was a year that full of gossips and bad reputation.

2009 could have break his chart and kill him. What were the reasons and why he was saved?

ICAC was alerted. On 11 March 2010, Chan together with his personal assistant and 3 other employees of TVB were arrested by the ICAC. On 16 September 2010, Stephen Chan was formally charged by ICAC with corruption and conspiracy to defraud TVB. Stephen Chan was cleared of charges relating to some activities at TVB in November 2010, but three other incidents relating to bribery and conspiracy to defraud are still being investigated. Chan resumed his TVB duties on 16 November, but his duties will not involve artist management and casting arrangement.

2011 and 2013
Stephen Chan Chi-wan and Edthancy Tseng were acquitted twice in 2011 and 2013.

2017
