Water star or mountain star

dear master peter,

to the south of my house is the time star 3 with mountain and water star 8, in 2009. annual star is 4 falls on that part. Do i just put a water there? or water with a red cloth?

and also i heard that in order to activate the water star, i need to have Yang water, is it true?

Just water will do. When annual star 4 (wood) meets water star 8 (earth). wood control into earth which is good. CONTROL IN produces Qi plus a glass of water will be enough. If you want you can use yang water likes aquarium or fountains as long as not dead water.
